While construction is not starting on Joanne Hollis Gardens imminently and is subject to change, this project expects to generate many construction-related work opportunities. There will be opportunities for Section 3 laborers, who should sign up under the "Section 3 Laborer Opportunities" section below. There will also be opportunities for minority, women, and veteran business entity sub-contractors who should sign up under the "M/WBE and VOB Business Opportunities" section below. Please note that signing up does not guarantee employment and that the project team will not reach out until close to when construction is scheduled to start. All laborers and subcontractors will be thoroughly vetted prior to employment.
The Project is governed under the U.S. Department of Housing and Urban Development Section 3 Final Rule. The Section 3 Final Rule requires that best efforts must be made to provide employment and training opportunities generated by the Project to Section 3 workers. While the specific workforce participation goals for Section 3 workers and Targeted Section 3 workers (defined below) are still being developed for this project, it is the intention of the project team to employ as many qualified Section 3 laborers as possible. What Does “Section 3 Worker” Mean? A Section 3 worker is any worker who currently fits, or when hired within the past five years fit, at least one of the following categories, as documented: 1. The worker’s income for the previous or annualized calendar year is below the income limit established by HUD; 2. The worker is employed by a "Section 3 business concern" which is a business majority-owned by low-income person or 75% or more of the labor hours performed by the business over the prior 3 month period are performed by Section 3 workers; or 3. The worker is a YouthBuild participant (defined below).
What Does “Targeted Section 3 Worker” Mean? A Section 3 targeted worker for Public Housing Financial Assistance projects is a Section 3 worker who: (1) is employed by a Section 3 business concern; or (2) currently fits or when hired fit at least one of the following categories, as documented within the past five years: (i) A resident of public housing or Section 8-assisted housing; (ii) A resident of other public housing projects or Section 8-assisted housing managed by the Housing Authority of Plainfield; or (iii) A YouthBuild participant.
What is YouthBuild? YouthBuild is a community-based pre-apprenticeship program that provides job training and educational opportunities for at-risk youth ages 16-24 who have previously dropped out of high school. YouthBuild participants learn vocational skills in construction, as well as in other in-demand industries that include health care, information technology, and hospitality. Youth also provide community service through the required construction or rehabilitation of affordable housing for low-income or homeless families in their own neighborhoods. The Division of Youth Services within the Employment and Training Administration's Office of Workforce Investment at the U.S. Department of Labor administers the YouthBuild program. How are low-income and very low-income determined? Low- and very low-income limits are defined in Section 3(b)(2) of the Housing Act of 1937 and are determined annually by HUD. These limits are typically established at 80 percent and 50 percent of the area median individual income.
